The Swedish artist Dwayne Sodahberk is generally overlooked by the shoegaze/dream pop scene, possibly because he normally releases his records on TigerBeat6 (an awesome record label run by Kid606, but that is mostly well-known for it's electro noise and glitch releases). Sodahberk definitely has his full-on glitch and electro moments, but albums like Cut Open (from which this track is taken), released in 2006, and 2009's Interdikt, are both superior examples of dreamy, dark, glitch-tinged shoegaze. I was especially impressed with Interdikt; I've never heard anything quite like it. I highly recommend it.
